Worried about my daughters development?

She is 10 weeks old and still is not using her hands. I have read that she should have been doing this weeks ago. I try to get her to hold a rattle but she has no interest. I have her touch different things but she just looks the other way. I am very worried about her since the cord was wrapped tightly around her neck when she was born. She seems to be hitting every other milestone either on target or early. Should I be worried about this? Is there anything I can do to help her with it?
