My friends 18 and on miner probation still? And there forcing him to stay home with parents?

So my friends been on probation for about 1.5 years and I thought what was said was he was on probation until he payed his fines or until he turned 18? but I could be wrong...But anyway shouldnt he have to be transferred over to adult probation first of all and how can they force him to stay living with his parents, I dont think this is legal, Can you help me out? Also he hasnt actually seen any papers saying he has to stay just his Probation officer told him and I guess his probation officer has been acting shady about everything..Like whispering to the judge in court?? is that even legal...
